(1) Blind citizens shall have the right to get free education through braille and deaf and vocal or speech-impaired citizens through sign language as prescribed.
(2) In addition to the rights written in this Act, the disabled and underprivileged Dalit citizens will receive more special rights in accordance with the prevailing laws.
(3) Special arrangements will be made to enroll Dalit, disabled and economically disadvantaged children who are out of school and continue their education.
